'Whear the Mind is without fear'
Where the mind is without fear and the head is held high;
Where knowledge is free;
Where the world has not been brokenup into fragments by narrow domestic walls;
Where words come out from the depth of truth;
Where tireless striving stretches its arms towards perfection;
Where the clear stream of reason has not lost its way into the dreary desert sand of dead habit;
Where the mind is led forward by thee into ever-windening thought and action..
Into that haven of freedom, my father, let my country awake.
--Rabindranath Tagore

HISTORY AND ORGANISATION
NCC DIRECTORATE AP
HISTORY

NCC was instituted in Andhra Pradesh in May 1949, when it was a part of the erstwhile composite Madras State. In 1956, on reorganization of the state, the existing NCC units were organized into an Independent NCC Circle Headquarters for the new state of Andhra Pradesh, which was designated as HQ 12 Circle Cadet Corps. This was re-designated as a Directorate in the year 1962, with an Air Commodore as Director. The Director’s post was re-designated as Deputy Director General in Aug 1985.
Initially this directorate was established for nine group head quarters located at Hyderabad, Secunderabad, Waltair, Kakinada, Vijayawada, Guntur, Tirupati, Kurnool and Warangal. Each of the group headquarters was commanded by a Lt Col / equivalent rank from the Navy / Air Force. Due to economic constraints, a minor re-organisation was carried out in 1968 – 69. The Waltair Group was disbanded and all its units were placed under Kakinada Group Headquarters.

In 1977, a major re-organisation was carried out. The number of groups were reduced to six, located at Secunderabad, Warangalm Visakhapatnam, Guntur, Kakinada and Tirupati with a total of 52 units. During 1979, the Government sanctioned raising of five more units, bringing the total number of units to 57.

The present government is very keen on the development of the youth in the state. It finds NCC to be the most effective organization engaged in the development of the youth. With the approval of Ministry of Defence, (Government of India) the state government enhanced the cadet strength of NCC in the state from 70,000 to one lac during the year 1999, which resulted in raising of one Group Headquarters (Hyderabad) and eight units.

In 2002, the AP Government further enhanced the cadet strength by 40,000 thus increasing the total cadet strength to 1, 40,000. To cater for this additional 40,000 strength, approval for rising of two more groups at Kurnool and Nizamabad and two R&V Regts, one each at Vijayawada and Tirupati has been accorded. Each group comprises of eight to ten NCC units. Now there are a total of Nine Group Headquarters and 68 NCC units in Ap.

ORGANISATION

The NCC is headed by a Director General, an Army officer of the rank of Lieutenant General, who is responsible for the functioning of NCC in the country. In Andhra Pradesh, the NCC Directorate is headed by a Deputy Director General, an officer of the rank of Air Commodore from Indian Air Force. The AP Directorate has nine groups each headed by an officer of the rank of Colonel or equivalent rank from Navy /Air Force. NCC in AP has 1,40,000 cadet strength, spread over 23 districts in 382 colleges and 906 schools.

TRAINING

The NCC imparts two broad types of basic training, i.e. institutional and camp training. The institutional training is imparted round the year in schools and colleges. The institutional training covers basic military training in either Army, Navy or Air Force subjects. The aim of this training is to expose the youth to a regimental way of life to inculcate in them the values of discipline, dutifulness, personality, orderliness and smartness. It covers subjects like drill, weapon training, civil defence, community development, leadership qualities, first aid, gliding, powered flying boat pulling, sailing, etc.

Camp training constitutes the most vital part of the NCC training. In camps, young cadets get the thrill and joy of outdoor and community living. All India camps such as National Integration, Leadership, Nau Sainik, Vayu Saubujm Army Attachment, Republic Day and Independence Day Camps in which cadets from all parts of the country work together contribute greatly towards promoting of national integration. These camps widen the horizon of the young cadets and provide them an opportunity to forge bonds of national brotherhood. These camps have bridged the cultural gaps, broken regional, religious and language barriers and have brought the youth closer to each other.

The camp training also assists in developing camaraderie, team work, group cohesion, qualities of character and leadership, self confidence and self reliance. Since a cadet may stay for two years in Junior Division /Junior Wing and for two / three years in Senior Division / Senior Wing, the Endeavour is to give an experience of attending a camp to at least 50% of the cadets each year.
